Choose resolution and frame rate to match the bitrate you can sustain. High resolution at insufficient bitrate produces a soft, blocky image; lower resolution at the same bitrate looks considerably better. Fast-motion content needs more bitrate than static content at the same resolution.
Use hardware encoding if you are running something demanding alongside the stream. It offloads encoding from the processor at a small quality cost versus software encoding at the same bitrate — a trade that is clearly correct when the processor is busy.
